After 9/11 the NYPA and the NYFD realized that first responders had problems communicating and required a more robust Communications System for the New World Trade Center Towers.

A new Radio Alarm and Control System (RACS) was proposed. The Annunciator Panel is an extension of, and interfaces to, the Radio Alarm & Control System (RACS), displaying the status of the FDNY Radio System in real-time, at all Fire Control Stations in the WTC.

The Annunciator panel is used as a Health/Status display of the radio channels. It indicates which buildings (Fire Command Stations) are active on the FDNY Radio System, and which Radio Base Stations have been selected. All displayed Annunciator Status and Health data originates from the PLC and is sent via Modbus communications to the Annunciator.

Multiple Fire Command Stations are located in each building throughout the WTC Complex and in the WTC Transportation Hub. The Health/Status information is used to determine which channels are available, or which channels are in use for the particular ongoing incident. The Fire Department required a monitoring system for the health of their Repeater Communication Channels. Each of these Channels has a Main Repeater Transmitter and an Alternate Repeater Transmitter for backup.
